I am looking for Quebec laws concerning non-commerical public contests?

The one I am conducting is a contest of about 2000 people and I am giving away a free vacation for them to complete a survey. No money is involved. Anyone know where I can find any information regarding my legal requirements to do so? Any help is appreciated.
